Joe if you are using Interlux Aqua you would need to repaint the who boat every year. All that remains is pigment and binding agents and none of the antifouling properties.

As for the paint being good or not, did your garage get below freezing? If it did the paint is no good, esp since it is waterbased. Even solvent based paints will separate when frozen.
